An investigation into the death of a vulnerable pensioner who died after being abandoned for nine days when the agency charged with her care was shut down and Surrey County Council failed to provide altnernative arrangements for her will not result in criminal charges.
Gloria Foster, 81, from Banstead died in hospital on Monday, February 4, when a raid by the UK Border Agency closed the offices of Carefirst24, who had been providing her with daily care.
A post mortem found that Ms Foster's cause of death was a pulmonary thromboembolism and deep vein thrombosis.
But following an investigation by Surrey Police, which dragged on for three months, it was decided that no criminal charges would be brought forward.
Senior investigating officer Detective Chief Inspector Mark Preston said: "Over the past three months we have carried out an extensive investigation looking at the circumstances leading up to Ms Foster's tragic death. We have received advice from the Crown Prosecution Service and we have determined that no criminal charges can be brought forward in relation to this case. The friends and family of Ms Foster have been updated as to the results of our investigation and we will now chare our findings with Surrey County Council to assist them in ensuring that the circumstances of Ms Foster's tragic death are never replicated."
An investigation by the Surrey Safeguarding Adults Board continues.
Council spokesman Joy Ridley confirmed the investigation was on-going but was unable to provide anymore information.
