David Archer, the councillor who told undercover reporters he was the go to man for securing planning approvals in Elmbridge, is to be removed from the council's planning committee.
The Conservative councillor, who sits on the committee for Elmbridge Borough Council, introduced himself to Telegraph journalists as "Mr Esher", implying he could get any application in the area approved.
An Audit and Standards hearing into his conduct saw him censured by the council and recommended to be removed from the planning committee and its area sub-committee.
A spokesman for Elmbridge Borough Council said: "The panel found that Mr Archer had breached the member code of conduct in two respects: failure to treat others with respect and conducting himself in a manner contrary to the duty to maintain high standards of conduct."
