THE M25 is closed between Reigate and Leatherhead after two dogs crossed the road.
Drivers reported seeing the two animals - one a black dog and the other believed to be a German shepherd - walk out into the road, crossing the clockwise carriageway and heading for the central reservation.
One driver, who alerted emergency services, said he feared for the animals' life.
He said: "I was driving along the motorway towards Leatherhead, I was in the second lane and there was a big lorry to my left. Suddenly two dogs appeared from the left hand side of the road.
"They were just strolling across the carriageway. I just panicked, I thought 'they are going to die'.
"I saw them reach the central reservation."
The driver pulled over and alerted Surrey Police who said they would close the motorway.
The Highways Agency confirmed traffic has been temporarily halted.
